For better or for worse, the United States has embarked on a daring
political experiment in Iraq. More broadly, the spread of democracy and free
markets is now an official aim of U.S. strategy for the entire Middle East.
The lack of freedom and economic opportunity in the Arab world and Iran has
helped to create a climate of political instability, anti-Americanism, and
violence - but is a sweeping transformation really in the cards? How can the
United States best promote its goal of a stable, democratic government in
Baghdad, and what are the long-term implications for the rest of the region?
Kenneth M. Pollack is director of research for the Saban Center for Middle
East Policy at the Brookings Institution. From 1988 to 1995 he was an
Iran-Iraq military analyst with the CIA. Mr. Pollack then served on the
National Security Council, where he was director for Near East and South
Asian affairs from 1995 to 1996 and director for Persian Gulf affairs from
1999 to 2001. Mr. Pollack was educated at Yale University and earned his
Ph.D. at the Massachusetts Institute of Technology. He is the author of two
books, both published in 2002: "The Threatening Storm: The Case for Invading
Iraq" and "Arabs at War: Military Effectiveness, 1948-1991".
