His latest book, You Can Change the World: The Global Citizen's Handbook for Living on Planet Earth deals with the potential consequences of continuing to live in an environmentally unsustainable way and what each of us can do to avoid those consequences.

Dr. Laszlo is a man of extraordinary talent. He is considered the foremost exponent of systems philosophy and general evolution theory, and is also noted for his work in futures and management fields.

Formerly Professor of Philosophy, Systems Science, and Futures Studies at universities in the US, Europe and the Far East, he is the author or editor of 68 books translated into some 18 languages.

The CCC/UN Committee of the United Nations and The World Meteorological Organization are pleased to invite you to the launch of World Water Day 2004 at777 UN Plaza, at the corner of 44th St. and lsl Avenue, on Monday, March 22, 2004, from 1:15-2:45 PM.

Speakers include Under-Secretaries-General Chen Jian and Anwarul
Chowdhury, along with the Director of the WMO Liaison Office at UN Headquarters, Dr. Don Nanjira. Permanent Representatives from a number of Member States will also share brief reflections. The Anglican Observer to the United Nations has also been invited.

Ms. Emily Frances, Entertainment Reporter for the WB11 Morning News,will host the event. The International Liaison of CCC/UN, Mr. Richard Jordan, has co-designed this programme with Dr. Nanjira. On April 7, 2004, the world will commemorate the 10th anniversary of the Rwandan genocide. Throughout the world, events are being organized on and around this date to honor the memory of the estimated 800,000 victims, and to reflect on the failures of governments and the United Nations to prevent one of the worst atrocities of the 20th century.

As part of our Responsibility to Protect-Engaging Civil Society project, the World Federalist Movement (WFM) has compiled a list
of events occurring worldwide to commemorate the Rwandan genocide. WFM believes that governments and the international community have a "Responsibility to Protect" the world's citizens from atrocities such as that which occurred in Rwanda 10 years ago. WFM aims to engage civil society in the call to governments - acting individually and collectively - to uphold this responsibility and take early and effective action to protect their citizens from large scale loss of life. As Secretary-General Kofi Annan recently
stated: "I look forward to the day when the concept of our shared
'responsibility to protect' encompasses the sense of a global obligation to reach out and help our fellow human beings, whenever they are most in need."

I would like to thank everyone who participated in last week's expert
meeting, March 11-12. We raised the profile of the work of the caucus among
four key constituencies: the ICC, the UN, the UN Missions and the NGO community. The knowledge gained, the insights shared, and the networking among all participants made the meeting a tremendous success.

The caucus co-chairs had an opportunity to meet with key NGO partners last Saturday to evaluate the results of the expert meeting and to discuss the future of the caucus. Now that the caucus membership is becoming more international in scope, we discussed other modalities to conduct caucus meetings and activities, including greater use of electronic communication and networking, the organizing of biannual membership meetings to take place
in NY, The Hague and Geneva, and the selection of a small steering committee to guide the work of the caucus.

If you are willing to serve on such a steering committee, please let us know. At tomorrow's meeting, we would like to evaluate the results of the expert meeting and to consult upon ideas for future caucus modalities and activities. At the April meeting, we can then make final decisions about the future operation and activities of the caucus.
